2nd FP in early May, then this week got NC not clear letter, why

Hi anyone could help to explain this:

We did 2nd FP on May 4th after 485 was pending for 2 and half years; then this week we received a letter from TSC in responding to our inquiry about 2~3months ago and said the NC is not clear yet. This is strange: why TSC asked us to do 2nd FP if NC is not clear?
