thoughts in merit based GC

I just browsed the summary of immigration overhaul published in http://aila.com/content/default.aspx?docid=22389. Correct me if I am wrong:
(1) The total visa numbers are on par for the current system and the draft
BEFORE ILLEGAL IMMIGRANTS ARE IN LINE
a.currently Eb1, Eb2,Eb3 combined at 14,0000 * 7% (country limit) * (28%+28%+28%) = 8232 (a little more than this since the percentage for each EB category is a little bit above 28%).
b.the reform summary: 90000 (number allocated before backlog is processed) * 10% (country limit) = 9000

(2) The total visa number are much more after ILLEGAL IMMIGRANTS ARE IN
LINE
380,000 * 10% = 38,000
It is not clear how merit points works. Will mark 90 be faster than
mark 60? Or if you pass a basic mark say, 60, all marks are equal?
If marks are not equal, visa number drag will be gone for most original Eb1, Eb2, Eb3 would-be applicant. If they are equal, a new dark age will be on the horizon.

(3) The advantage of Eb1 over Eb2 and Eb3 is gone
Before the illegal immigrations get in line, my guess is that if implemented, Eb3 will be better off. Eb2 will be a little bit worse while Eb1 will bite the bullet.
