请教一个关于排期的问题

许多律师都说我可以用我太太的出生国参加排期，这意味着我可以同同时递交I-140和I-485。但公司为我请的律师坚持说这个说法只适用于consular processing application，不适用于in-country adjustment filing。

各位大侠是否知道确切的规定以及出处？
