140/485 Concurrent filing still available?

My priority date is 01/2003, the current VISA bulletin shows that for EB-3 the cut off date is 06/2003. My I140 is still pending due to background check. Can I file 485 at this time?

I heard some news indicates the concurrent filing is end after premium processing for 140 takes effect. But I searched online and wonder whether it's rumor.

Please suggest. Very very appreciate that.
