恳请小白兔一个H1b 问题

My wife is currently on H1 VISA and since I got a h1 job in another city in US, we are going to move there.She is trying to change her status to h4 which starts at the same day my new h1b (I am trying to do h1 transfer) starts. My question is that, in in the future, she finds a job in our new location, can she apply h1b without quota restrictions? By the way, her current job is a h1b quota-ed job.
