Can I file WOM?

485 pending since 2004. Last week, I got the letter from FBI after I send a request letter to First Lady 2 months ago. FBI says that it needs time to process because millions of people are in name check. It looks like that it is useless to write to senator or First Lady now. Can I file WOM? How did you guys do that? Hire a lawyer or yourself?
