My parents had similar situation.
Before they came the 2nd time, they ted application through "Zhong1 Xin4". But they were asked for interview because of the inconsistency between their real stay and their application on 156 for the 1st time.
The VO emphasized that they must stay no more than the length they applied this time before they were issued visas.
