扫盲问题：EB3 从 PERM 到送 I-485 是要 ~5 年吗？

EB3 从PERM到送 I-485 是要 ~5 年吗？ 现在 bulliten 上 cutoff date 是 8/1/2002。是不是就是说8/2/2002 的同志在等 visa number availale？

是不是就是说 EAD 和 Adv. Pro. 也不能申请？

另外，软件工程师送 EB2 有多难？ 律师好象不建议，怕 DOL 查来查去的说。。。
