You are absolutely qualified for the instate tuition. Just show the evidence you have paid the state tax every year to your school.Please note that qualification for the instate tuition is based on your state residency, not your legal status (H-1, F-1, etc.). Even you were American citizen, but not that state resident, you were not qualified for the instate tuition.
