If you have not got a J-1 waiver, that is the only way your hu*****and can convert to F-1, Canada and Mexico, both works, but no one guarantee he will get the visa, prepare well will all the needed material, try to find good answers to possible questions, he should be fine.

I don't think he can come back directly once F-1 visa be rejected, however, he still can try from China.
