Can you explain more why the format of my letter for RFE depends on my background? what is the difference between the very strong one or a very week one or mediocre one in terms of letter format?

As you say NSC prefer more subjective evidences. Does that mean I need collect more independent letters? en... that is a bit tough. Can I reuse my previous independent letters because some of them are very trong?
