May I file two H1b application

I have two offers, may I ask both of employers to file H1b application for me. Both of jobs are full time, and in different states, is it possible to get two H1b, then select one of them. Is decline one of offers which have accepted will cause any problem? May I should to return the h1b application fee for decline. Help!!!!
