Theoretically yes but I assume this way you are guaranteed
the approval for the 2nd try. Plus if you are not a citizen but just reapply yourself, most times you don't even get a chance to argue with the VO.
I know another case where a citizen sponsors his mom for B2 and was denied based on the famous 214 clause. He then made the inquiry and argued that his mom does not even speaks mandarin, let alone English and how can she even survive in US if she stays (good argument in my opinion). The consular apologized for the incorrect judgment and promised the approval for the reapplication.
