1. Let's say person A (Chinese citizen) applied for B2 and was denied;
2. A asked B (US citizen) to make an inquiry about his/her case denial;
3. B meets with US consular and argues why A's B2 should not be denied;
4. US consular agrees to B's argument and asks A to reapply;
5. A got his/her B2 approved during the 2nd time.
