For pending FBI NC, all CIS can tell is that your NC is still pending with FBI and they have no access at all as to which stage that has reached. In some lawsuits, that was exactly what CIS said to get themselves clean and attributed everything to FBI as a black box.

Meanwhile, if you look at either FBI's report before congress hearing or what they posted in their NC FAQ, they always emphasize the delay is due to retrieving physical archives at different local offices in US.
