Visa to Singapore & back to US

I am planning to visit Singapore for a campus visit and interview. I hear that it may be safer to go from Singapore to China to get the visa back to US, and then return to USA. (1) Is that true? Is it risky to apply a US visa in Singapore? I am in business administration.How long will it take? (2) In order to get an entrance visa to Singapore, do I need a return visa to US? (3) If I make an appointment for visa application in China, can I get the visa same day in interview? Or do I need to apply it through some bank agent?
