How long does it take to get the police certificate from FBI?

Does anyone know how long it takes to get the police certificate from FBI for the canadian immigration? I called the FBI customer service and was told it takes 12-16 weeks to just get into the system. However, in the letter from the canadian consulate, it mentioned 3-6 weeks. Anyone has any ideas? Thanks.
