about H-1B transfer, urgent! need help from Xiaobaitu

Hi, Xiaobaitu and other experts:
Now I plan to change job, the new company's lawyer told me I can do H-1B transfer. My background:
H-1B had been used for 6 years. It expired in the end of March 2007. Filed 7th year H-1B extension in the early of March 2007, it is still pending now.
Can the new company filed H-1B transfer based on my expired H-1B? Should I wait to get my new H-1B extension approved then do H-1B transfer?
