Consulate Processing Packet for H-1b

I have question about applying H-1b visa in China. I got the H-1b approval notice and I want to go back China this summer for vacation. I need to apply visa to get back to the states. My attorney told me they can prepare the Consulate Processing Packet for 200 dollars. I wonder what kind of documents I need to apply visa. Is that possible I can prepare the packet by myself? Is it a standard charge for the packet?
