J-1 waive 可以由律师办理吗

根据领馆网页：

J-1 waive 只能由本人办理。但公司律师要由他们办，这样可以吗？
另外，我在NJ, 公司总部在California,他们应寄给NY领馆, 还是旧金山总领馆？
现在办J-1 waive需多久？
