OPT期间H-1B生效前可以申请绿卡吗

请教XIAOBAITU和各位朋友：

我还没有去公司工作，目前是OPT期间H-1B要到10月生效，请问现在可以申请绿卡吗？
还是要等到去公司之后再申请？

另外要不要等到10月之后H-1B生效之后再申请？

F-1申请会有什么潜在风险吗？

还有，如果我自己申请了NIW，那么可否让公司同时申请Eb2？
