Whenever you want to leave USA to get a F-1 visa stamp abroad, go ask your ISO first and have them check your info in SEVIS. No matter you are 1 year, last year, before OPT,... whatever. US VOs are required by their duty to check what's in SEVIS about you before they can issue anyone F1 visa.
