NC finalized

Xiaobaitu and Radiology:

1. FBI local officer told me NC got finalized this April,
but no update on USCIS website. Why?

2. How soon can I get formal GC?

3. At this point, is it still possible that my I485 case
will be transferred to local USCIS office?
