Anyone has experience of RFE for TB skin test? please help!Thank

Hi, All,
We got the RFE for TB skin test from NSC this week. The doctor ( a chinese) didn't ask us to do skin test and only asked us for X-ray. We are negative. The RFE asked the doctor to endorse why we were not able to do skin test. I called the doctor office and they said the policy of CIS changed and not their fault. They asked us to pay again and redo it. I don't know if the doctor refused to endorse on the form, will the new examination form work? Please share and advise. Thanks a lot!
