xiaobaitu, need help in J-1 WAIVER FORM!

When I file J-1 waiver form DS-3035 from DOS, it requires to state
why I am eligible for waiver? How should I corretly address it?
something like I do not have any obligation for my home country??
Or I will study further? I am not sure it should be written as the same way as the letter to Chinese embassy. Thanks xiaobaitu. Experience from
those who did this before are welcome too. Thanks.
