Questions about H1-B application overseas. Thanks!!

A friend is in Canada (not citizen) and just got an offer from a school in the United States. It seems no one in the school knows the procedure for H1-B application in this case.. Does she apply for H1-B in Canada or need to go back China? What kind of documents are needed from the school and from her?
