Annotation on visa, extention?

Hi:

My parents applied B2 visa, indicated 6M stay on their application. They got visa last week, but have annotation: 6 month visit to his/her daughter.

I would like them to stay for 1 year, since I am expecting a baby.

My question is:
1) can I still apply B-2 extension for them?
2) What would be the chance the application got approved?
3) If the application is approved, and they stay for 1 year, what would be the consequences?
