When USCIS Sent Name Check request to FBI?

Just wonder whether USCIS sent request

a. After received I485 application

b. After approval of I140

c. After I485 turns to be current

Thanks for the help!

BTW: the stupid system cannot take "S-U-B-M-I-T"as a verb in the sentence. That's why the previous post looks funny,
