please help with the question!

The processing report on INS site recently specified two categories of EB-2 petition for I-140. They are the "advance degree or exceptional ability" and "advance degree or exceptional ability requesting a national interest waiver. There is big difference for processing data between the two categories in some service centers. So what is the difference between the two categories? Anybody can tell?
