请教各位高人 about my I-485 case

Hi,

Please make any comments on my case.
I-140/I-485 (NIW, VSC) PD: 08/2004
I-140 approval: 05/2005
First FP: 04/2005
Second FP: 02/2007
I-485 transferred to TSC: 03/2007
Our local office of INFOPASS doesn't help at all.
Called TSC center last Fri (3/30/2007), was told NC is still pending. So how come I get the second FP notice after 22 months when the first one done? Everyone here says that the VSC center won't do anything until your NC is clear. Is that true for my case? Why my NC is still pending?
