请教小白兔: H1B, 急, 急, 急!!! 非常感激!!!

我在2001年10月layoff, 现在是F1身份, 刚刚得到一个offer, 准备重新申请H1B,律师说我从layoff到现在不到6年,而且这其间没有离开美国, 重新申请H1B不许要配额. 请教小白兔, 我申请H1B是否需要配额? 这6年是如何计算的? 非常感谢您的帮助!!!
