The processing date shown on the USCIS website is a conservative calculation. It tells you the most slowest case they are processing. If somebody's case (most unlucky one) in that time period has not been touched, it is his/her turn now. But the truth is lots of cases with later notice date has already been approved.

If your case is older than official processing date and not approved yet, you need to call National Service Center to make an inquiry or contact local congressman or senator to ask for help.
