I140 NIW approved, can I travel out of US?

My I-140 was approved, waiting for PD(EB-2). Can I go back to China and apply for H1B there? I applied for H1B visa two years ago in Mexico. I also get approved for Canadian green card. I am afraid I cannot come back if I go to Canada for landing. Thanks in advance for sharing your info.
