J-1 waiver, NO objection letter question, thanks

Sorry to send this message again. I had a J-1 waiver approved at May 2003. I have one question about No objection letter.

At March 2003, DOS sent the recommendation letter to INS and cced to me and china embassy. In the recommendation letter, it said that there are two attachment, No objection Letter and my data sheet. But in my mail, there was no any attachment. Should DOS send a copy of No Objection Letter to me or not? Thanks

If anyone has a J-1 waiver approved, please tell me if you have a copy of No Objection Letter sent to you from DOS. My lawyer said he need the letter for my H-1B application. I called China embassy, they told me that there should be no any No Objection statement sent to me. Confused.

Please help me clearify this if anyone knows. Thanks
