请教一个问题。公司收到Prevailing Wage letter, but

Prevailing Wage is given on hour base in stead of annual base. Can i use this hourly prevailing wage? On the second page of Form 9089, can i fill prevailing wage as hourly with $26.59 and 'Offered wage' annualy as of $60,000? Since these are on the different bases, will there be any problem?
Boss insists on using this hourly prevailing wage. but i want to request an annual one again.
