Xiaobaitu is right, I applied a 2 year travel doc for my daugher a couple of years ago, in Jun 2006, her travel doc expired, but my parents took her travel doc and went to the local police to apply for an extension. They won't do the extension but they issued her a pass that is only valid for 30 days so she has to leave China within that period otherwise there will severe fines.
