国际学生办公室坚持没有job offer不给办OPT, 怎么办？

我在一所社区大学以F1身份读Associate degree，今年底毕业，学校国际学生办公室的女管事却称没有job offer就不给办OPT。我特地就此询问了移民局的Policy Analyst at Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP). 对方电子邮件回答否定了学校女管事的回答：

“F-1 students are not required, by regulation, to have a full-time position on the first day of employment eligibility. Also, if you are still searching for employment at that point, you are not required to register for a full course of study. That said, you are limited to 12 months of practical training and must maintain your status so it is in your best interest to find employment as soon as possible. ”

我将电子邮件打印出来，面递给了学校该女管事，她仍然一口咬定移民局的回答不清楚，不正确。她的助手也在一旁帮腔。

我刚回到家，心情很不好，又要应付学业忙毕业，又要找工作，结果还碰上这么个人，连最正常的手续也不给办理。

请问怎么办，如何既可以纠正错误，又不得罪这位管事？各位请出个主意。
