why didn't they do RIR before, or it was indeed RIR but got remanded/reviewed?
There are more and more successful LC to PERM conversion cases, so do follow the PERM recruitment requirement so you can do PERM also later.

Only one out of the 3 additional ways can be done for less than 30 days gap under PERM.
