请问入籍的时间问题

向大家请教一个入籍的时间问题：

如果是2002年10月在广州拿到签证（绿卡），2002年12月入的境，那从
拿到绿卡之后的四年九个月是从2002年10月算起，还是从2002年12月算起？
也就是，可以在2007年7月，还是2007年9月可以提出入籍申请，还是有其它的
时间？
