H1 gets rejected, of course, average risk is about 15%. (ranged from almost 0% risk for a highly professional-high paid job to > 95% risk for a frivilous filing)
H1 regular process over 7 months past your OPT expire date, yes, possible.
You get laid off or change job before then, yes, possible.
