how to speak to the USCIS person by phone?

just feel very curious here, looks like some of you can talk to the USCIS person by phone, but after I tried the 1-800-373-5283, I only got the automatic answer which just repeat what I got from the online case status. Can someone kindly tell me how to contact a real person by phone? Thank you very much.
