NIW after Labor Certificate approved

Hi,

My Labor Certificate and I-140 based on it are both approved. Can I still apply for NIW myself in a field NOT so close to my job? My job field is quantitative analysis, while my planned NIW is in business/financial risk management.

I raised this question because the NIW is supposedly to spare LC for national interest.
