Help! FOIPA request. weired result. worrying....

waiting for NC 4 years, I did FOIPA request, and I got a reply:

A number has been assigned to your request, use this number for further correspondence........

Is this weird? As most people got "NO RECORD". does this mean something is wrong? worrying........
