transfer VSC to TSC is due to bi-specialization

The transfer of cases to a different service center is part of a bi-specialization system recently put in place by the USCIS. All I-140/I-485 cases are being filed with or transferred to Lincoln, NE and this office can forward them to its sister center in Texas for adjudication.
