Please help: 140批准后是否薪水就必需达到prevailing wage?

Sorry I have to post this again as I did not get any answer yesterday and this is so important to me:

如果140批准后到485批准前，雇主没有付够Prevailing Wage，那么在法律上是否代表雇主已经没有提供该永久职位的诚意了？485是否会受影响？

如果140批准时薪水接近Prevailing Wage，但是在485 pending时薪水大幅下降，是否也有同样问题？
