Xiao Baitu or other experts, Can F-1 holder apply NIW?

I am currently on OPT visa status. Since I have not been able to find a job, I am applying for the PhD progam of another major field. The question is,

1. Can I apply for NIW after I get back to F-1 status?

2. My wife holds a H-1 visa now. If I choose to switch to H-4 visa, am I still eligible for NIW application?
