理论上讲，NIW推荐信可以用到EB1，但不能反过来

因为national interest是NIW的必要条件，但不是Eb1的。不过，也不是说Eb1类别不能有利于national interest，难道还必须要有害不成？ ：）

national interest的话语不必要删除。
