Bad Chinese Embassy- Passport

I lost my Chinese passport three months ago. I forgot to copy the last page of my passport (I have the first page copied). When I talked to the Chinese Embassy to get another passport, I was told that they could not issue me one here in the states just because of this. I have to go back to China to get a new one. I am on F1 here. I am not sure whether I can get a US visa to return if I go back to China to get a passport. Why does our Chinese government always to do this to its citizen? Those damn officials here are not trying to help the overseas community. They are bringing us so many troubles. I hate!!!! Does everyone have similar experience as mine? How do you guys deal with this situation? Please share your experience or comments. Many thanks.
