Gurus:Q on change B1 to F or H

Finally decided to 'import' a guy from china for marriage. I can apply citizen next year. Do you think it is easier to change B1 to F or H. Also he has a phd in law from Australia, to all the law professionals here, is it possible for him to get an H-1 sponser from any law firm?
I know he has to go back to school in order to get a better job? Will a MS law degree in law be enough?
