大牛小牛请进，关于中国与美国，英国与美国的退税协议

关于中国与美国，英国与美国的退税协议

我来自中国，但是在英国转了一圈，呆了两年，以J1直接来到美国。学校的人说，我是从英国来，退税时应该按照英国与美国之间的协定，而不是中国与美国之间的协定，哪怕我是中国人，持有中国护照。请问各位大牛，我哪里可以找到这样的政府协议？我的情况只能如此？
